The Challenge
MTN Côte d’Ivoire needed to rapidly scale SIM registration capacity without a matching increase in capital expenditure on devices. The legacy model—deploy company-owned registration kits— created a bottleneck: when agent numbers rose, so did hardware costs and deployment delays. The operator needed a secure, compliant approach that would let it scale agent numbers quickly and maintain registration quality.

Seamfix deployed BioSmart X with a Bring-Your-Own-Device (BYOD) capability. The BYOD feature enabled trained agents to use their personal smartphones or tablets for biometric capture while maintaining regulatory and security guarantees (secure local capture, encrypted sync, liveness/ fingerprint checks, and device attestation). Seamfix integrated BYOD workflows into MTN’s agent onboarding, implemented compliance checks, and provided monitoring and device-catalogue controls to ensure traceability and data quality.

Airtel (and predecessor entities) needed to meet national SIM-registration mandates while ensuring high-quality biometric capture and regulatory compliance across a large subscriber base. Large scale SIM registration deployment & compliance
The Challenge
Glo needed to ensure SIM activations were tied to valid national identities and to maintain easy verification flows for customers while adhering to NIN/NIN-linkage policies. The operator also had to ensure agent workflows and point-of-sale activations were compliant and auditable.

Record-quality validation, risk reporting & remediation
The Challenge
9Mobile faced the challenge of legacy, variable-quality registration records that created regulatory risk and made it hard to establish the operator’s exposure to fraud and poor data quality. The operator needed a pragmatic way to audit existing records, classify good vs bad biometric captures, and remediate poor records to reduce exposure.

Seamfix used its BioKozuna / record-quality engines to perform backend quality checks across millions of records. The solution flagged records with good vs poor fingerprint/biometric quality, provided detailed risk and compliance reporting, and offered remediation pathways and recommendations. Seamfix also delivered reports to quantify compliance levels, enabling 9Mobile to prioritise clean-up and risk mitigation.

- Data quality insight: Seamfix identified that less than 2% of captured records were of good biometric quality in one sample quality check (illustrative finding from the case narrative), enabling 9Mobile to focus remediation efforts efficiently.

NIMC (National Identity Management Commission, Nigeria)
Overview
Enabling large-scale, inclusive national identity enrollment via mobile and Android capture platforms; supporting NIMC’s national target to enroll 100M citizens.
The Challenge
In December 2020 NIMC set an ambitious national goal to register 100 million Nigerians within a three-year window. This required rapid expansion of enrollment capacity across urban, rural and diaspora locations, while preserving biometric quality, uniqueness, and regulatory auditability. Existing infrastructure—few enrollment centres and limited devices—could not meet the target.
Solution (Seamfix role)
- Android Enrollment Platform & Mobile Capture Seamfix delivered a hardened Android enrolment solution that enabled both online and offline biometric capture (fingerprint, face) and demographic data collection on mobile devices — allowing agents to operate across remote and urban contexts. The solution included device attestation, local QC checks (image/biometric quality), secure encrypted sync, and integration with the National Identity Database (NIDB).
- Scale-out of enrollment network: Through partnerships with licensed enrollment agents and NIMC, the enrollment programme expanded from ~1,000 centres & ~2,000 devices to 15,000+ enrolment centres and 29,000+ enrolment devices nationwide — enabling mass, distributed capture.
- Operational support & compliance: Seamfix supplied agent tooling, training, device management and audit logs so captured records were traceable and regulator-ready. The platform supported diaspora enrolments (centres in many countries) and VNIN-style verification workflows to protect citizens’ core NIN values while enabling verification.
Business impact
- Enrolment scale: The national program achieved very large volumes — reporting over 89 million NINs generated in the campaign timeline (Seamfix and reporting cite the program reaching tens of millions toward the 100M target).
- Access & inclusion: The Android/mobile model and agent network brought enrollment to rural and urban communities and into the diaspora, reducing exclusion and enabling citizens to access banking, telecom and government services that require a NIN.
- Quality & compliance: Embedded biometric QC (liveness, image quality, fingerprint checks) and auditable API integration with the NIDB improved data quality and reduced duplicate/ false identities — strengthening NIMC’s ability to meet regulatory and donor expectations.
- Operational scale for partners: The expanded enrollment footprint (15,000 centres / 29,000 devices) materially increased the government’s enrollment throughput without proportionate permanent increases in fixed infrastructure.

Many countries aiming for inclusive national identity systems confront: lack of mobile/offline enrollment capability for remote populations; limited device inventory and ruggedized workflows; complex integration needs with national registries and civil registration systems; and language/ operational differences between francophone and anglophone contexts. When COVID lockdowns hit, United Bank for Africa (UBA) faced a sudden collapse of branch-based customer acquisition channels. The scale required was large: the bank needed secure remote onboarding, fast identity verification, and an agent workflow that worked in the field under limited connectivity.

Seamfix implemented a Digital Account Opening and Customer Authentication solution that moved account opening to agent devices in the field. The Challenge
Union Bank wanted to accelerate account openings while keeping fraud and identity risk low. The objective: enable fast, mobile-friendly account creation that verifies customer identities against national data sources (BVN / national ID) and uses face-to-ID matching to eliminate impersonation and duplicate-identity fraud.

Seamfix integrated its Verify suite — document verification, BVN lookup and facial matching — as API endpoints into Union Bank’s mobile and channel flows. That allowed Union Bank to do BVN facial matching and automated document checks in real time during signup, converting identity proofing from a slow manual step into an instant, auditable API call.
